Felisa Rincon de Gautier Institute for Law and Public Policy – Do Not Apply

On the advice of a few good sources, I added this school, quietly, without detail, to the Do Not Apply list last summer. No one wrote in to correct me, nor did anyone write to add details. I let it sit.

But over the last few weeks, this little high school on Story Avenue in the Bronx (is that Soundview?) has generated more than its fill of negative comments. I reproduce them, below.

In New York City, there are good schools, bad schools, and in between schools. But some are so bad, so toxic, so abusive of new teachers, so arbitrary, so threatening, demeaning or intimidating, that no one should apply to work in these places. There are schools where a new teacher coming in has an unacceptably high risk of leaving in a year, or even before the year is out, lost to teaching forever, whether by being traumatized by the experienced or targetted for dismissal by an out of control principal.

These schools are Do Not Apply. Felisa Rincon is one. (click “more” for comments)

  • The Felisa Rincon Gautier Institute is runned by a 6th grader, who throws tandrums, gets ghetto, and is less articulate than her struggling reading, and math students………….she pals around with some femalesteachers

    • Yes, I heard of how the principal at the Felisa Rincon school actually prompts kids to lie on teachers, she is dangerous!She is a major liar herself!She has defamed the characters of more than one of her teachers, by placing false charges on them, without any proof! What goes around comes around!!All of these administrators will reap what they sow, it is just the way life is! It is called Karma, and it is also a Biblical principle!Do not fret about these administrators! leave them in God’s hands!!

        I heard that they are going to close the building of the Felisa Rincon school due to the fact that it is built on toxic material……it is also headed by toxic individuals too!

    How can you be a school leader at the age of 24? You need experience to understand the nature of teaching. Teaching for two years and then becoming a principal does not make you an education leader! This principal, who did not even receive tenure in her teaching license, is telling teachers how to teach. Do medical students tell doctors how to operate? She doesn’t even understand the methodoloyg of teaching unless she quotes it from a book. If she reads from a book, then she tells teachers how to teach! There’s no experience for her to share with the teaching staff. She has no empathy for the teaching staff. She’s numbers, data, statistics, reports,etc. When teachers do show her the data why certain programs are not working, she does not want to hear it because it’s not following her agenda of ignorance. Klein allowed her to be in charge of a school with so much responsibility when she really should be in charge of growing up and maturing in this system. I feel that the students, in the end, are short-changed because a true, experienced educator was not chosen to run the school. The ironic part here is that students see how incompetent she is and they are so displeased with the school. How very sad!

    I forget to mention that the school is Felisa Rincion de Gautier where the principal became a principal at 24 now 30. By the way, the assistant principals are not any better. Three incompetent administrators and teachers are being blamed for not promoting students to next level.

      There is a saying that goes, “be sure your sins will find you out!”
      and “God does not like Ugly” This principal of the Felisa Rincon De Gautier Institute has turned on her hardest working teachers, teachers
      who have done more than their share of work. I know of one teacher
      there who worked so hard at the school especially when the principal really needed someone with that expertise in a particular service area
      and this principal has turned on this teacher for no reason. But the
      “hens will come home to roost” (meaning a person reaps what they sow in due time, just when they least need it!) The problem with this
      school which is an advantage to the principal is that no one takes on her on! Meaning, it seems like no one files complaints, formally or otherwise! Therefore, this woman does what she wants. She tries to stick to hiring “newbies” (meaning, people who are new to teaching, and new in the system) because they are afraid, ….she thrives on this!! It is sickening, how this fickle, chameleon-natured, self-hating, insecure, jealous (of talented teachers) minority woman behaves!!

      say” amongst her staff, to the point that it is a major disruption!
      The principal sets the tone and climate for her or his school! Now a mature person would know this! This woman is less mature than many of her teenage female students!

      She has her small group of favorites, those who will receive a satisfactory even if they did not even meet the
      testing credentials for their license area!!!One of her favorite
      teachers, who I heard could not even pass the licensing test in her area, or control a class, or teach, but received an S rating, for the last several years, had to go back to her country because the NYCDOE had to step in and say enough is enough!!

        I Know Who Your Talking About… She Was On Of The Greatest Teachers In The School… I Should Know I Was Her Student, She Was A Great Educator. She Helped Many Students Pass Their Regents (Including Me). But I Do Agree That This Principle Name Ms. Laboy Is No Good… I had To Deal With Her For 4 Years… I Became Friends With Many Of The Sub’s And Teachers And They All Do Agree That She Is Unfit For The Job… THE WHOLE SCHOOL HATES HER, She Would Fire Any Teacher Who Would Try To Attack her, She Would Also Yell At The Student If They Tried To Do The Same. Me And Many Students Have Tried Removing Her From Her Position But Every Time I Tried She Would Call My Mother And Say Something Stupid That’ll Get Me In Trouble, It Stopped Working When My Mom Was An Eye Witness Of How She Behaves

          YOU DO NOT KNOW WHO I AM TALKING ABOUT IF YOU CALL THIS UNLICENSED TEACHER (WHO DID NOT KNOW THE CONTENT AND HAD NO CLASSROOM MANAGEMENT) ONE OF THE BEST TEACHERS IN THE SCHOOL. THIS SCHOOL MUST REALLY HAVE GOTTEN EVEN MORE HORRIBLE IF THIS UNQUALIFIED TEACHER IS ONE OF THE BEST IN THE SCHOOL…..DID SHE HELP YOU CHEAT ON THE REGENTS….CAUSE STUFF LIKE THAT WAS GOING ON AT THE FELISA RINCON SCHOOL TOO!!       I heard that this principal is a major plagarist!!She actually
      collects the lesson plans or other writings of her teachers, and demands that they give her a copy, she puts it in a binder,
      and either uses it as if she wrote it or gives it to another
      teacher so that this teacher can get credit for what he or she
      didn’t write. It looks like she actually plagarized a story some years ago that she wrote about her ghetto cousin David, called Justice for David! (Backstabbing must run in her family, cause her cousin caught a bad one in the streets)! It looked plagarized to me, because there is another story on the internet written by someone else years ago, before she came up with her, and it has the same title. …same words! Ah Oh!! Ahhhhhhhh, Ohhhhhhhhhhhhhh!!(LOL)

      The one good thing about the principal at the Felisa De Gautier school is that she is not that intelligent, or bright at all, so she does
      dumb things ……..which makes it obvious that she is deceptive, and mischievous!!……….it won’t be mentioned here, because see this is going to be the cause of her downfall!!

        I am not a fan of Ms. Laboy, but I beg to differ! You mentioned that “she is not intelligent, or bright.” She was an excellent student. I KNOW THIS FOR A FACT. I was her school counselor. Clearly she is very, very bright. Although, she taught for two years without tenure, she became principle. Now that SMART! Sadly, she allowed power to override her common sense, thus making her a very, very,very, very unpleasant person in the eyes of numerous educators. Very Sad.

          I don’t know who this counselor is, but it certainly isn’t me: Ms. WOLF. I don’t think she is bright at all. She is rather dumb, but arrogant and manipulative as can be. I was a guidance counselor there as well and ran for the hills. She went to college on a minority scholarship and her first year of teaching, she received a U rating, which she later had an administrator reverse for her, in exchange for heavens only knows what. The woman has a lot to learn. I still laugh at how she tried to give me a USB ratings, but couldn’t find the grounds, so put me under investigation and I swept the floor with her. I should have stayed just to give her hell, but I had a great job waiting for me and now I am collecting full retirement and have a full time job where they appreciate and respect my talent. This kid who was in diapers when I started teaching was trying to tell me how to do my job when she doesn’t even know hers.

      THE PRINCIPAL OF FELISA RINCON DE GAUTIER INSTITUTE FOR LAW AND PUBLIC POLICY, IS AN EVIL AND DECEITFUL PERSON. ARE YOU KIDDING ME THAT SHE BECAME A PRINCIPAL AND DID NOT EVEN HAVE EXPERIENCE TEACHING? WHO IS SHE TO RUN A SCHOOL? SHE RUNS HER SCHOOL BY INTIMIDATION… BUT AT SOME POINT SHE WILL MEET HER MATCH… OR HAS SHE ALREADY? SHE SHOULD BE TAKEN OUT OF HER POSITION…SHE HAS DONE SO MANY ILLEGAL THINGS IN THIS SCHOOL… BUT SOMEHOW GETS AWAY WITH IT.       in last years graduation, (the first graduating class of the school)… she claimed that these students were the 1st historic graduates. Funny, her speech mentioned nothing about them. It was all about her wishing that she could “Planting tomatoes on the moon”. All about her! This should tell you what kind of woman she is.

      First of all, here are all the characteristics of this principal at
      the Felisa Rincon De Gautier School (H.S) in the Bronx:

      a) minimal intelligence
      b) a pathological liar
      c) emotionally disturbed (can’t control her emotions, loses control,
      walks out of meetings when she is pissed off about something said;
      so therefore, is she even pass her “terrible twos” stage?
      d) exhibits sociopathic tendencies
      e) exhibits self-hatred (hates the fact that she comes from poverty
      and grew up in a Bronx project)
      f) a plagarist (will steal anything (writing) that looks and sounds
      good and use it as her own that is in writing)then has the nerve to
      accuse someone of stealing, oh please!! She should be the last one
      to accuse anyone of stealing
      g) jealous of other women (only men should apply)
      h) lacks talent in anything
      i) has the constant need for someone to kiss her a**”. If you
      do not kiss the beh**ds of her and her small clique of favorite
      untalented teachers you will pay the price.
      j) if you are a talented, tenured teacher she will U rate you
      out of pure spite and jealousy
      k) ungrateful
      l) childish, insecure
      m) physically ugly (has not even one good feature about her even
      though she is very slim)
      n) lacks a conscience, has no heart
      o) hates the fact that she is a member of a minority group
      p) is divisive, instead of striving for peace like how any leader
      should she spends her time gossiping and relating gossip especially
      amongst the females on her staff.
      q) a backstabber
      r) dangerous (will reck a persons reputation on baseless nonesense)
      s) inarticulate
      t) crazy (she actually got insulted when someone related to her
      that she looks like her mother!!)This is her own mother!!!SICK!!
      I do not care what your mother looks like, if someone tells you “oh, I met your mother and I think you look like her”, how on earth are you going to get insulted? This woman has such self-hatred problems and should she seek help.
      I always though that all administrators she undergo psychological testing before being given a job in leadership!
      I also think that a person should be a least 35 before they can have such a job, then the chances of mistakenly hiring a child like what happened here at the Felisa Rincon HS would not happen.

        All that is said is true! This principal is soooooo horrible and vindictive. It makes me sad that no one has tried to help the staff that works there. We are actually a wonderful staff that gets along well and would and could do great things for our students, but the lack of positive and experienced leadership makes it a scary, negative, and depressing place to work. Where are the “powers that be” coming in to help us? Our principal changes grades, makes teachers feel uncomfortable and scared and has two incompetent, inexperienced AP’s that are only ou to screw each other. This school makes me feel like there is NO HOPE for the students of the NYCDOE!!!!!

      Look! I am reading so much about the fear that these administrators
      instill in their teachers. This principal at the Felisa Rincon
      school is a child. I very recently overheard one parent say about her: “that’s the principal! she looks like a little girl!”. Not only does she look like one, she sounds like one, walks like one, talks like
      one, reacts like one, and has the emotional maturity level of a child….Upon entering the door for a job interview of any administrator that does not even look like an adult, and putting your career in the hands of such is professional suicide. I know that you cannot judge a book by its cover, but this is not worth the risk!!
      Remember this as you seek transfers this spring out of your immediate Hell!!
      If you do not want to transfer out of your school then you must
      unite together just like the teachers at Fordham HS. An administrator
      can tell if the staff they supervise is united. Sometimes disunity
      amongst staff members encourages these administrators to behave in this way.
      You cannot just sit there and say “where are the powers that be?”.
      No one is going to stop by your school and ask “if you all are alright”!
      You must document!document!document! and report!
      Staff members can even do this without giving their name. Remember
      no one will know about the problems at the school, unless someone says something, and it cannot be just left to one person to complain or report!
      I know that sometimes the school UFT rep may be more fearful than
      the staff. This is sad. This is also why you must do your share to eliminate these PRINCIPALS IN NEED OF REMOVAL!

      the Principal (for lack of a better word because all she does is sit on her laptop in her office and type) must be REMOVED. She is like a virus who eats away at the flesh. She is destroying the students and weakening the morale of the teachers. The “Leadership Academny” needs to learn that not everyone can be a leader and you can not make someone a leader who does not have the skills.

      I agree. You also cannot make someone a leader (real principal) who does not have the talent, sincere passion, as well as burden for students who are disadvantaged. You cannot be a real leader if people who you supervise are not inspired by you. THE DEFINITION OF A LEADER IS ONE WHO HAS REAL FOLLOWERS!! You cannot be a leader if you have not “sold” youR ideas to the point that people are on board
      with you! ….and demonstrate this with the eagerness to come to work and do more than what they have to do! It is funny, I looked at how much the principal and AP of the Rincon Institute bragged about their students being invited to Washington to see the Inauguration. They are talking about how much the kids have learned and that is all well and nice!
      But there was a lesson that they can take from Obama also. How did
      a Black man get so many people’s votes? Why? Because he is a natural born leader, and we all want to follow his lead so most of us (at least enough of us, so that he can win) gave him our vote! Why? Because
      he “sold” us his ideas, and his plan! His passion is contagious, and his inspiration is overwhelming! He is mature! The first thing he
      said is that “we must put away childish things!” I though of
      THAT PRINCIPAL!!
      A leader can have followers with threatening them!….like how so many
      principals have to engage in, which I call a “reign of terror”, this is not leadership!!It’s sad!

        Get this: She passes kids who never go to her class. She has two uncertified special Ed teachers teaching…special Ed. That school is so out of compliance with every federal mandate, that it’s not even funny. I think she has just met her match.

        stfu if ya wanna ban me go ahead but what really bothers me is that someone would go through the trouble to ma a blog just to say bad things about a school .. so what if she dosent have expirience she will have some but to talk about someone who just started their career that is jus very imature and the person who created this has no life it could just be a fat man or women that lays on their couch all day eating nd doing nothing jus to make other people look bad when their the ones who end up looking bad

      This latest comment is probably the writing of someone who has been a student, or who was educated at the Felisa Rincon School!! Wait a minute!… It is probably the response of one of her favorite unsatisfactory teachers! This is what happens when the principal’s favorite teachers(and it is just a couple, two or three, who get satisfactory ratings when they don’t deserve it! ). For example, one of them had to take her large, homely, “FDLs member-looking” self back to Austria because she couldn’t pass the science specialty test !!
      Oh my goodness!! I am so glad the previous remarks about the Felisa school are proven just by the remark of the author “Haterz”
      It proves;
      That there is a low moral around this principal and a love of ghetto-like behavior, and ghetto-like talk! This is the only person who included expletives, and uneducated, bantor that makes no sense!       and this person was repaid by this principal in the worst way!
      This person has one of the worst stories and experience that you can have with a NYCDOE principal. It is extremely sad!! and boarders
      on criminal!! This principal almost caused the demise, or death of this same teacher….it is s a long story!! I would never write this

THE TEACHER WAS IN A STRESSFUL SITUATION, I WOULD NOT HAVE WRITTEN HIM UP UNLESS HE USED PROFANITY, OR INAPPROPRIATE LANGUAGE, OR UNLESS HE WAS IN A HABIT OF ARGUING WITH FOLKS ON THE JOB….BUT SINCE SHE KNEW THIS TEACHER DID NOT LIKE HER SORRY SELF, SHE TOOK ADVANTAGE OF THE SITUATION AND WAS SO HEARTILY GLAD TO WRITE HIM UP AND PUT A LETTER TO HIS FILE!

      The goal of this blog is to inform others about the school, its philosophy, and the cultural attitude towards teaching and learning. The administration at this school does not promote teaching and learning. Teachers have to push students forward, whether or not the students possess the skills and knowlegde. Push them forward because of credit accumulation. The principal is constantly telling everyone to tell students to Believe Achieve Succeed, yet students are given diplomas that they cannot read. How is that Believe Achieve Succeed? Why bother teaching? If a student comes to class 80% of the time, just give the student a passing grade even if the student failed every test/quiz/regents,etc. Social Promotion is alive at Felisa Rincon!!! Teachers are afraid to fail a student even if he/she demonstrates true academic deficiencies. Push them forward, give them a diploma, and let them go to Brown University. Maybe those students will become administrators. It is very sad when administrators would rather push students to the next level because of stats and to keep their jobs. Teachers cannot state the truth about the way administration is running the school out of fear that they might get PD to death, or will have to Differentiate every bit of the lesson from the minute you pick up the chalk until the bell rings, or will have an instructional talk from administration when they themselves do not differentiate their lessons, cannot run a PD well, and do not understand the structure of instruction. I hope whoever reads this blog realizes that education at this school is based on stat and nothing but the stat because true teaching is not allowed.

      Everything on here about laboy is true..our school is pathetic, she is pathetic, heartless, dishonest, scared..She sits in her office all day..when certain parents come to the school to meet with her she’ll tell other administrators that she is in a meeting or a conference call when really she’s locked in her office on her laptop. When there was a senior meeting with the parents to discuss the school’s financial issue and status of senior due payments she came an hour late claiming she was in a meeting, bullshyt!! I walked past here office and there she was just sitting there. So many parents have came to the school flipping out on her. Our senior dues are $350. Graduation is this friday and at the last minute she announces to some seniors that they are still missing credits and therefore can not walk in graduation and need I say that $350 is not refundable!! sad to say I am one of those seniors, sad to even say I go to this school, I swear I would’ve been better off in Stevenson. Laboy has the stinkest attitude along with the assistant principle Velasquez, the way she switches around the halls flicking her hair you can’t tell that “Ms. Fashionista nothing.” Anyway our school is literally thousands of dollars in debt, why??? Because they didn’t pay off last years senior year books, they didn’t pay the prom location at the Villa Barone, and they owe the fund raising company money from last year for not selling all those boxes of candy. They tried to make students sell that old chocolate, its horrrible. I hate that school with a passion.

      Felisa Rincon is a great school to a person only if that person has dirt low, ghetto
      standards! You have never been in a good or great school if you think this school is even average, and it ain’t no where near great or even good. Please!!!!
      That school is bearly a school, it looks more like an Aids Clinic when
      you first walk in the building. It has no school spirit! It is dead!

      It definitely does not seem like a school at all, it seems like some type of medical clinic facility.(no disrespect to the students!) It is the job of the adults especially the leaders to make the school a spirit -filled, happy, pleasant place for the kids. Your high school years will be your most precious. It is sad that these students will only have this sad place as a memory when they are older or in their 40’s).

      This is what I thought when I visited the school.
      I swear I have never been in a high school where 99% of the kids look so unhappy and seem bored!!
      By the way…..you never know what’s going on with that money for your senior dues!!!Watch every cent.

      As a former student of a NYC Board of Ed School in the Bronx, I am disgusted by the comments from the teaching staff that this post has generated.

      It may go a long way to explain why many of them are no longer working at the facility.

      I know a number of individuals and students that attend the school, and the negative comments below reek of unprofessionalism, bitterness, and lack of tact.

      It is disgusting that in a system with a process to hear professional and legitimate complaints, those channels were not utltized and instead like children these educators run to a blog to insult and demean like the very children they educate which turn to facebook for such things. At least there, the children aren’t anonymous and stand by their vitriol.

      Here I see so called educators acting no better than common trash. I graduated from the a NYC Board of Ed high school in 96, went on to college and graduate school, and have many friends who i admire at various schools across the city, including a few at the HS in question.

      This just highlights the calibur of individual that plagues the NYC Board of Ed, and why most of the teaching staff (who went out of the way to make distasteful comments below) are failing our students.

      Disgusting and shameful. I have the utmost respect for the facilty currently at FRDG, and anyone that takes the opinion of the anonymous cowards below as truth should think twice.

      A shame, these so called educators can’t offer their names.

      I’m not afraid of these unprofessional cowards, so I will leave my name.

        Let’s not act that the DoE-run system is going to be impartial when it comes to hearing complaints about the DoE. Let’s also not act like the DoE has a history of agreeing with itself and expecting the UFT to push things into arbitration with the knowledge that the DoE has infinite [tax payer based] financial resources, while the UFT only has union dues, so not every issue that SHOULD be arbitrated CAN be arbitrated.

      Felisa Rincon HS, what can I say…. I do agree Administration really should be checked and replaced by faculty who really do care about our youth today. Administration at this HS seem to forget that the students that attend are still kids growing to become yound adults. From experience dealing with Administration @ Felisa Rincon, I can honestly say it wasn’t very pleasent.
      My son just graduated this year from this HS and I am very proud of him. But he had to over come many obstacles that were thrown his way by administration. My family instilled strong morals and values to my teenage son and I commend him for sticking by them and saying I am going to get my diploma…. Some of these kids will go to college, some get jobs, and unfortunetely some might just say the hell with it and drop out because of the BS they experience in this school.
      I speak from experience the HELL that administration put my son thru I would not wish for any other kid or parent to have to deal with. Ms. Laboy and Ms. Martin (yeah you know) took away my sons experience of being a senior ex. Senior trip, pictures, prom, even graduation. He went thru deprevation of character and almost expellsion from the NYC board of Ed. system because of these two women. But at the end of the day they didn’t break him. I could proudly say my son is a 2010 graduate, no thanks to the administration of Felisa Rincon HS.
      I end this comment with ” Its not over ” you have not seen or heard the end of this angry parent, I will be taking legal actions against you two and the school.

      I am posting this comment in the hopes that JD2718, will contact me via email, as I am in possession of hard evidence in support of the corrupt, demoralizing, and illegal criminal activity which still goes on at The Felisa Rincon de Gautier Institute for Law and Public Policy high school, also known as GILPP or X519. If I weren’t close to graduating, I would’ve transferred school a long time ago. In four years, 8 teachers that I know of have left the school, 1 assistant principal and 1 guidance counselor has sadly passed away. I hate to think of all the kids left to suffer after I graduate. I know many teachers are afraid to voice their opinions because the principal will write letters and out them in their files, but I am not afraid. I hope to one day maybe become a teacher myself, and I never ever want to work or send my children to a school like The Felisa Rincon de Gautier Institute for Law and Public Policy.

        Chancellor Walcott has made it known that he wants to investigate inappropriate activities by principals. Send your complaint directly to him at his email address at the DOE. There is an article in the NY Post where the Chancellor was interviewed by Michael Goodwin wherein they discussed bad principals. While Walcott is asking teachers to notify him directly, I am sure students will be accepted. I personally reported a principal with my evidence and I received a personal email in reply from the Chancellor himself stating that he will have his staff investigate. It’s worth reporting no matter what happens. The Chancellor’s email address DWalcott@schools.nyc.gov. Be sure to put “Goodwin article” in the subject line. Any other teachers will complaints should email him also.

      Thanks for keeping these comments posted. I am a tenured teacher at Fordham High School for the Arts, X437, in Bronx, New York. The principal there is Iris Blige, who never taught a class in her life. Has no teaching credentials but attended Bloomberg Leadership Academy and was among the first graduates of this Academy. Well, to shorten the story, I landed on the wrong side of Iris Blige three years after she took over the school in 2004. In 2007, I became the UFT Chapter leader and forced Ms. Blige to abide by UFT contractual agreements with DOE. She gave me my first U-rating ever in 2008. Again in 2009, 2010, 2011. She has used Children First Network to try to build a case against me. Thus far, she has called in five (5) people from the outside but within the Network to observe my teaching. She refuses to let my Assistant Principal, my immediate supervisor, observe me. My immediate supervisor rates my lessons satisfactory. She was reprimanded and told that giving me satisfactory would undo everything that she was doing, despite the fact that she was tried and found guilty of ordering other assistant principals to give me unsatisfactory. For this deed, DOE fined her $7,500 and let her keep her job. Iris Blige just held a C-30 today to appoint assistant principal #17 in the eight years serving as principal of this school. Since taking over the school in 2004, we’ve had approximately 100 teachers pass through this school. In her own words, “Teachers come a dime a dozen.” Today, April 17, 2012, Ms. Blige called in Grismaldy Laboy Wilson to hold a pre-observation conference with me. Grismaldy Wilson, who talks so fast that it is difficult to understand her because she stops at no periods, her sentences have no commas, and her speech is that of a street person. This is the woman that Iris Blige has asked to observe me tomorrow, April 18, 2012. Grismaldy’s demeanor, attitude, questioning and deception were an insult to my intelligence.
      I would appreciate any comments or information that anyone may have about this woman.

      I was in a meeting with Laboy a few weeks ago and I was stunned with how she spoke…Exactly as you describe. When I commented about this to a teacher at her school, she said “oh yes, she always talks like that.” I think she doesn’t want people to understand or process what she says. From this experience I know you didn’t have a productive preobservation conference although I’m sure that was the intent.

In my first statement, I forgot to mention that Iris Blige, the principal; in her endless pursuit to destroy the careers of teachers whom she decides should lose their license has gone as far as accusing an international teacher of threatening to kill her (see YouTube, March 13, 2009 Rally). The UFT “brass” deserted this teacher with 7-plus years of excellent teaching in New York City public school system. But thanks to our District Representative (who retired last year — may God bless her always) stood with me, the Chapter Leader, to defend this teacher. After three years of suffering, this teacher was found “not guilty” a few months ago. Iris Blige was allowed to keep her job as principal and to enjoy the blessings of the Children First Network (DOE), which she plays like a fiddle to get human resources, like Grismaldy Laboy Wilson, to help continue her destructive-type leadership while keeping her knife in my back. Truly, she and Grismaldy Laboy Wilson are two of a kind. The pre-observation conference with Grismaldy was not only unproductive but also an insult to my intelligence. At this point, Iris Blige has hardened my heart and set my face like flint to run on to see what the end will be. I have nothing to lose. I am a well-educated person, with two masters, a Ph.D. and permanent administration license through the superintendent level. I am a professional economist who served as an expert with a top U.S. Government Agency for more than 12 years. I am also a writer and published several articles during my tenure with the U.S. Government; and published my first book in 2000 on social equity and the role education has played in this situation. During my service at Fordham H.S. for the Arts, my scholarship reports have equal to or surpass those of my fellow teachers. In January 2012, only my students passed the U.S. History Regents and of those taking the Global History Regents, over half of the students who passed were my students. Currently, I have a 100% passing rate for my two senior classes and over 90% passing rate for my two non-senior classes. My numbers are good and I work hard and overtime to keep the bar high for my students. Of course, Iris Blige does not care about this. My students’ achievement is blinded by her hatred and endless pursuit to try to destroy me. It is a game she is using to try to force me to quit my job. She has used intimidation, put down tactics and others to try to make me look stupid and incompetent. She has pulled all kinds of tricks and has nearly every UFT members at the school afraid to talk to me. Teachers have reported to me that they were told not to “talk with me and to stay away” from me. So far she has thrown everything at me including the proverbial “kitchen sink.” I await the “trash” that Grismaldy plans to throw at me. I will keep you, the readers, informed.

      I await the day when karma catches up with Iris Blige. I don’t know how you remained at that school as long as you did. It wasn’t good for my health and am glad I was only there with her for one term. However, she forever damaged my career as an administrator by poisoning Papliberios against me. In the end, leaving administration was the best thing for me and I never regret my 27 year teaching career. What happened with me was minor when you see what she was capable of with Raqnel James and you. When karma comes around, she has a lot to make up for.

      BTW, I wonder if she and Laboy were classmates at the Leadership Academy.

      hey, i am now a senior student at the felisa rincon HS. All of these comments above are so very true. i want to take action and try to stop this. they are claiming that i failed my regents with the same scores as my January one. i don’t think its fair that i attended Saturday tutoring and took the class all over again and failed with a 57. students who didn’t complete the regents or didn’t know anything about it passed with flying colors. its not fair that she is ruining students lives and making them suffer. i have had so many problems with this school and i feel that they are trying to get back at me. they have told me numerous times not to be “ghetto” they even told most of my family members that also. she has her group of female supervisors who stick with her and get back at many students. i have gone crazy trying to put all of my information together. i would like for my test to be regraded but like ms.laboy says its illegal. i have gotten depressed over the last month prepping for this test and i just about had enough. Even when a dean cursed me out the “written statement” was no where to be found. these ladies are known to stick together. i know for a fact that i passed that exam because unlike all the rest of these students walking down the aisle i tried my hardest. i deserve my diploma. I feel bad for many of these students they honestly don’t know what their getting themselves into and i want to change this. i now have to attend summer school in order to pass this regent. i completed the whole regents and i didn’t leave anything blank, i don’t get how someone who left an essay blank got a 62 and i got lower, i knew the material due to the fact i took so many prep classes. their taking me for a fool. if anyone knows any information please don’t be afraid to write back. i need all the help i can get, i might even do a petition.

      She received a grade of “C” as an administrator this year. Not the school grade, which also happens to be a “C”. Personally, I think that’s too generous a grade for her, but when you know somebody…like the chancellor…need I say more? The teachers have turned their backs on the contract and union members that are and was being abused by administration in order to please her. I do not blame her for treating the teachers like factory workers because they have allowed it. Zulma is a strong chapter leader and if teachers and staff would have united they could have taken that school in a different direction. hopefully, if they value their license they would move on to a different environment.

      …and the hits just keep on coming. Laboy had a party all planned out for the UFT rep and math teacher who announced her retirement. Party, cake and plaque all went to waste for this lady showed class by not showing up on what was her last day and snubbed the principal who treated her like trash all these years. Good for her!

      So, Laboy is all nervous that her registry is dropping like the temperatures at night. She has created a hostile environment where no one wants to be and then she blames it on her staff…I wish I could share the email communication between her and her counseling staff, but it’s ok since one of the recipients has shared them with enough people, including yours truly, and it will soon be out there. The school has rolling admissions and discharges and she keeps pushing out more kids with her initiative to drop all under-performing students and “clean” registry. She has four people working that…a true drop out factory.

      A word to the unwise: never hire anyone who is smarter than you.

      Laboy had several articles written about her incompetence in the New York Times and The New York Post.

      Laboy neglected her responsibility as Principal to provide special services for special education students.

      The school has countless audits each year for questionable reporting.

      There are so many grievances filed by UFT Zulma Villalba, people stopped counting.

      Laboy time after time unpretentiously ignores the UFT contract.

      There are countless pages of complaints about her on this site.

      The school has gone from a progress report grade B to a grade of low C.

      The school’s graduation rate is declining because of lack of students passing classes and passing regents.

      Student progress had been rated ‘D’ by the Department of Education on the progress report.

      College readiness has been rated ‘F’ by the department of education on the progress report.

      More than half Juniors and Seniors are deficient in three or more regents and are not on schedule to graduate with their cohort.

      Laboy could have less than 60 percent of the senior class graduate even after cooking the books.

      The attendance rate at GILPP is considerably lower compared to last year and continues to fall.

      Policies enacted by this administration have failed.

      Statistically the school is worse off with Laboy and Salcedo.

      Let’s face it – Laboy is a Catastrophe.

      She is a failing principal with a failing school and a failing AP – Salcedo.

      Under Laboy/Salcedo’s watch things just keep getting worse.

      How much worse would have been without Zulma Villalba fighting for her staff?

      How many more will fail before this ends?

      The DOE kept her at this school.

      Is it time the DOE answered for this?

      This school is 100% disgustingly, horrifically, tragically the worst school ever! This school is known for cheating students out of a good education, and a horrendous administration. This school is poisonous! LITERALLY! About 4 years ago Ms. Grismaldy Laboy-Wilson told a new teacher to sell 3 year old chocolate to the students of Felisa Rincon!!!! She planned on selling spoiled chocolate in hopes of gaining money for her tragically in debt, failing school. Ms. Laboy also has fired INNOCENT teachers who rose and inquired about her questionable acts. This school also neglects there special education students. My cousin attended Felisa Rincon (whom was a senior at the time) and went to take his regents and Felisa Rincon “forgot” to give him a special education regents exam therefore causing him to fail because the exam he took was way too advanced his learning capacity. So what did Felisa Rincon do? They wanted to retain him! My cousin was unable to walk down the aisle with his fellow classmates and forced to take over his regents exam over the Summer to avoid retention. Ms. Laboy also is a chronic and pathological liar, she has FORCED her staff on numerous accounts to lie and take the law into there own hands! This school is a complete disgrace to mankind! I had a fellow classmate who was enrolled in a math help class and went to the class everyday without ceasing, but some how had 12 absences and failed the class. How can this be? Because she was enrolled in the class but was not on the teachers roster, she was on another teachers roster and was deemed a cutter for Felisa Rincon’s careless mistakes. Felisa Rincon leaves there graduates with a sense of absolute relief that they are finally out of an apocalyptic atmosphere. Furthermore, please NEVER attend Felisa Rincon de Gautier Institute for Law and Public Policy unless you want to end up a low life!

      As a former chapter leader and the math teacher of the school, unionism doesn’t stop when you retire. So today I went to my former school, Felisa Rincon de Gautier, to support the new chapter leader’s first chapter meeting and to provide information to the members from Friday’s, 5/17, district 8 chapter leaders meeting since the principal of the school did not allow the new chapter to attend.

      While at the front desk, I had already signed in, talking to the agents and some of my former students, the head dean of the school told me to step into the vestibule and informed me that I AM NOT ALLOWED IN THE BUILDING AS PER THE PRINCIPAL’S DIRECTIVE.

      I did not and have never behaved in an egregious manner while I was a teacher at that school, but today this principal treated me today an intruder. It seems that helping a fellow colleague, a union brother must bother her to the point that she had to send someone else to give me the message that she was too much of a coward to tell me in person.

      Shame on her!

        This also happened at Fordham Leadership Academy when a former colleague and myself planned on going to an OPEN FORUM on the closure of that school. We greeted former colleagues and soon security came to us to announce we needed to leave the building per principal request. When principals are given small schools it seems to be the equivalent of a small country with a feudal system or plantation system. All are to obey the master/mistress, including union members who are pressured to throw the contract out and act accordingly.
        It is not an embellishment to state that teachers/educators are often treated as criminals/terrorists when they don’t adhere to the principal’s regime.

I had nice relations with Ms. DelValle, one of the Assistant Principals and I hope she does not have a stained reputation beyond my personal perception of what I had seen of her. The rest of the staff at GILPP were good people to work with.

      One school that all of you need to stay away from is the Academy of Language and Technology located on 176 St. and Macoombs Rd. off of University Avenue. The school was founded and still headed by Ms. Arisleyda Urena. The atmosphere in that organization is bleak, not very uplifting and you will get screwed with a U-rating. She uses an AP by the name of Jose Vinales as an intimidator and her other lackeys are her eyes and ears.

        Mr. Kowal, I absolutely agree with your assertion on Arisleyda “Aris” Urena’s dictatorship over ALT. There is a toxic energy in this school. Ms. Urena has done the following things over the 2012-13 school year:
        • During the school year, NYC DOE mandates that schools should have 12 fire drills every year. In December 2012, after the Sandy Hook massacre, many of my students came to me because they were very fearful for their school safety. We had not had a single fire drill and they were naturally concerned what would happen if an emergency did come about in which we would have to evacuate the building or have a lock-down. I shared their concerns with the principal and while she assured me that she would “address their concerns” at the next Building meeting, nothing ever came of it and we have still, to date (June 16, 2013), not had a single drill.
        • Excessive evaluations are illegal under the UFT and DOE contract. Ms. Urena frequently targets specific groups of teachers and contrary to UFT contact she harasses them by observing them daily over a space of time. These teachers do not get any constructive feedback during these observations.
        • According to the UFT contact, first year teachers are mandated mentoring hours by a licensed senior teacher. There are very specific rules of what activities qualify as mentoring and which activities do not qualify as mentoring hours. At ALT, Common Planning Time is used for “mentoring.” This is not an approved mentoring method via the Teacher Contract. Ms. Urena has frequently committed fraud in signing off on mentoring hours which the teachers did not receive any of their required services.
        • ALT is an international high school. Our school is allocated funding called Title III which is the part of the No Child Left Behind Act that authorizes funds for English-language-acquisition programs. Our school had $15,000 in Title III funds reserved for English language instruction enrichment programs provided on Saturdays. $15,000 in Title III money in Fall 2012 was misplaced. We do not know what happened to the funds.
        • Last year (June 2012), ALT had exceptionally high Regents pass rates. The reason for this is because Ms. Urena encourages her teachers to scrub and illegally change Regents scores between 60-64 to 65+. Ms. Urena is the ring-leader of this cheating scandal and she also has teachers grade their own students’ scores which is illegal.
        • When students at ALT write petitions to get their teachers removed from their jobs, Ms. Urena and Assistant Principal of Organization, Jose Vinales, do nothing punitive against the students. Teachers are never informed of the petitions until their end of year rating when the petitions are added to the teacher’s file and the administrator uses these petitions as justification to give teachers a U-rating.
        • As English Language Learners, students at ALT have the option of having time and a half during Regents exams and access to a version of the exam in their native language. Ms. Urena choose to deny the students the right to take the exams even our students who scorred beginning on the NYSISALAT exam. Teachers “caught” teaching test prep in Spanish received consulting memos with administrators.
        • In the month of January 2013, 90% of all teachers received U ratings on their formal evaluations because they did not follow Ms. Urena’s mandated requirements for lesson plan formats. In the UFT contract, principals do not have the authority to require teachers to follow a specific format; they can only “recommend.” Ms. Urena makes all teachers use the same uniform format and if you deviate from her requirement she gives you a poor review.

      Seems to me that the staff at the Gautier Institute for Law and Public Policy will have to find out if Gerald Martori is still in the business of changing “U” ratings for “S’s” and what the going rate is. This crazy cowgirl- minded principal is going ape-shit crazy giving everyone in her path an unsatisfactory rating, or at least threatening to do so. Oh, did I forget to mention she was once rated “Unsatisfactory”? And guess who changed her rating? Yup, see above to find the name of her benefactor. So this missy principal can only rate her staff unsatisfactory because she has no idea of what a satisfactory teacher looks or sounds like. How do they let someone like that even set foot into a school, let alone be the principal? And then she bans her former chapter chair person from the building…she fears this woman who swept the floor with her. Kudos to Zulma Villalba for not baking down to that inept, unprofessional and poor excuse for a school leader. I miss the days when school were efficiently ran by knowledgable, experienced top of the line older educators. Today, thanks to Bloomberg, we have these PMS-ing, hot blooded bitches running the show and that is why kids are graduating without learning a damn thing.

      The state monitors came in to investigate the school because of IEP non-compliance issues as per Lirtzman’s whistle-blowing action. I am sure that they are still out of compliance and administration is running to cover as much of their tracks as possible.

      It is shameful how the superintendent, Staples, and Walcott have not truly investigated the school’s student attendance, the budget allocation to pay for a community associate to do the work of a school aide, to have a SAPIS worker monitor the student bathrooms and cafeteria, to pay so much money to have a Good Shepard employee do counseling work when it is the Guidance Counselor’s responsibility to counsel students, to have the same employee monitoring the entrance of the school as a school aide, and the budget was used to pay parent coordinator to be an office clerk, to monitor the student bathrooms and to be in the cafeteria. It doesn’t matter what title is assigned to that person in the budget. The title and the actual tasks that person is assigned are no where near that title’s actual role and responsibilities. Why is the superintendent and the chancellor looking into that.

      In fact, I was informed that the DC37 tech person has supervised students who are on suspension or removed from the classroom or they did not wear their school uniform in the cafeteria. Why? I reported this incident to OSI, yet nothing was done. I guess it is okay for the non-pedagogical staff to supervise students.

      I truly hope that higher ups look into the school’s covert operations that administration has been hiding from them.

      Yesterday, June 27th, I picked up my last year-end rating sheet. Of course, I wasn’t allowed in the building so I waited outside the building until the secretary brought me my rating sheet. Nonetheless, I received an “S”-rating and I deserve it. Of course in June 2008, I received my first and ONLY u-rating as a math teacher. Then again, I was the chapter leader, enforcing and protecting the members’ contractual rights. Ms. Laboy-Wilson was not to happy about that and would used the female AP, who was on probation, to write me up.

      I still remember that day in May 2008 when I received 5 LIFs and all the allegations were bogus. I am grateful to Lynne Winderbaum, my UFT District Rep. at that time, coming in and fighting on my behalf. Unfortunately, 4 LIFs were eventually placed in my file and since the teachers contract clearly states that we cannot grieve unfair or inaccurate letters, so those letters were placed in my file. So I had to wait until 2011 to finally remove those ridiculous, inaccurate, absurd letters from my file. Did those letters intimidate me for the next three years? No! It made me a stronger chapter leader and to continue to fight for the members with a stronger passion than ever before.

      Now I learned that the school’s student registration dropped from 420 to 330 and it’s a sign that soon this school may go to phase out. Principal told the staff that the dropped in registration was caused by the bad publicity.

      So to this blog site I thank you for keeping students and teachers away from a school and principal that is great paper-pusher, but an incompetence school leader who does not understand the vision of education. Have two years of teaching or what I should to tell people, 360 school days of experience, does not qualify you to lead a school. Diane Ravitch said it very clearly on NY1, The Road to City Hall, that the next mayor must get rid of the Leadership Academy and place principals, who are Master Teachers, to lead their school.

      Since I retired in late April 2013, I’ve heard that the principal has come after the members and has violated the members’ rights left and right. I’m so sorry to hear that this has happened to them, but I feel that down the road justice will prevail. It takes time to see it manifest itself, but it will happen.

      I filed my S-rated year-end rating with the rest of my documents. I realized that in more ways than one it is the last type of rating I will see as a retired teacher, but that rating system has also retired. I wish everyone a wonderful summer and to choose wisely, very carefully, the school they really want to belong to in their teaching career.

      Laboy-Wilson sounds a lot like the Principal at Murry Bergtraum H.S.
      in one year (2012-2013), she managed to lose her entire cabinet, exceeded 56 teachers and lost great students to NCLB transfers due to her inability to lead.
      Ms. Almonte is TEFLON! The chancellor and superintendent know all about her shenanigans and they allow her to stay at the helm. She has :

      1) Allowed students to complete 12-17 blended learning courses on line even though the academic policy guide states that students can only recover three courses during their h.s. career.
      2) Gave out 48 hour notices if you burped.
      3) Under reported on suspensions.
      4) criminal of theft of service, she strolls in after 9:00am daily.
      5) Had a secret banquet for the girls basketball team at a fancy hall and did not invite staff. She did not publicize it on her fancy website and she failed to have an awards assembly for the other 19 teams. (Sounds like OEO) .
      6) Allowed students missing labs to sit for the summer living environment regents.
      7)Hired retired buddies f-status while the school is in a deficit:
      Frank fugarino
      Lorna tucker
      Ed Grezinsky
      Paulina Polanski
      8) Accused staff of “getting married, having children, going on vacation, buying homes” while students of MBHS failed.
      9) Did not write ANY observations! Not one teacher got tenured this year or feedback from her.
      10) Failed to give her APs their end of year ratings.
      11) Publicly said that the staff at MBHS was ineffective, no one in their right mind wold hire any of us. Every teacher that applied for a job, got a job! Every AP that was there prior to her arrival, got a job!
      12) Ms. Almonte held a C-30 for an English teacher who has yet to receive her state AP credentials. How does she get away with that?

      In closing I would like to say that people like Laboy,Blise and almonte will eventually get caught. Hopefully their days of terrorizing people will come to an end once Bloomberg and Walcott are out. Whatever you do, stay away from MBHS! Currently there are a lot of positions at that school that need to be filled.

      Laboy has even gone as far as to bring harm to non-teaching staff. Making false accusations of harassment and causing one of the cleaning staff to have a criminal record (which was later unfound and expunged). Another member faced termination. Glad my children didnt go to that school, as she would have had a fight on her hands. As a former member of the DOE, I have had my share of prinicipals and she is one that would be in big trouble if the wrong parents got to her. Meaning parents who know their information and who to talk to if she tried to pull a fast one!

      The year is finally over. It has been a terrible year. The school was rated D on the progress report and developing on the quality review. The Principal was in control of everything including our grade meetings and all of our PD’s. We really didn’t have time for common planning among ourselves. We were worked doing needless paper work to the point we didn’t care anymore. The graduation rate at the end of last year was 43% and most of the students passed fewer classes as their education progressed. Attendance was terrible. Some of our classes had fewer than 25% of the students showing up. Students came in for second period attendance and left for the day. Cutting and hanging out in the hall was a common theme in the school. Many of the teachers think the graduation rate will be in the 40’s again and some teacher are saying its going to be less than 40%. Teacher turnover this year is just like last year around 35% – 40% although some of us think it may be higher than that. Teachers are sharing their rating which for most of us were in the low 2.0 – 2-5 range. even though the Principal Laboy isn’t supposed to give us the final rating until September many of us have already received the rating. With a bad MOSL many or most of us could be rated ineffective.

She was rated D last year as a principal, as per Jeffrey Rodriguez who knew the ins and outs of the school. She let go of an awesome assistant principal and said because of budgetary reasons, only to hire another one, ineffective just like her, immediately after. Thank God, the AP she let go found a position elsewhere.

      That idiot rated me “marginally satisfactory” on an observation when she didn’t even know half of what she observed. When I protested the rating, she told me “I did you a favor, that was an unsatisfactory observation.” Well, the favor was what she received from an administrator when he changed HER U rating to an S after she became an administrator. So I moved on and now work for an awesome school district in a school of 3,100 students where we graduated 603 out of 735 and I was a part of that success rate, where we closed the gap in minority grads and I was rated by an outstanding administrator. I received a “Highly Effective” rating, so, in your face Laboy. I did YOU a favor when I accepted your job offer and cleaned up your crap in guidance. I am now receiving all kinds of job offers to come back to NYC and I wouldn’t give up what I have if they offered to double my salary.

      Laboy has gotten by and away with so much all because of her connections, political, personal or who knows what. You guys need to unite and file complaints, though I doubt that they’ll go anywhere. Last year, she took two whole days off to go to the Common Core conference with her English dept. she never reported to the PD, I reported her to the State Ed Dept. And nothing happened. All three of her English teachers confirms that she never went to the conference, that was theft of time, and she never got as much as a slap on the wrist. She goes to work after she drops off her son at his private school, oh yeah, public schools are not good enough for her precious prince, and leaves before 3:00 pm and still has he guts to write people up for minutes of lateness and leaving seconds before they should.

      How about the Regents? How many kids did she uninvite this year? I have evidence of her having staff call studnets to tell them not to report because of fear they would not pass, again, the state ignored my complaint. This woman is coated with Teflon. How about hat trip to Cuba last year? What a bunch of baloney. Did she forget there is an embargo still in effect? What idiot government will support and pay for educators to travel to a country with which they refuse to do business? And she pulled a whole week off and then came back to school some photoshopped pics of herself at a PD in Cuba. She doesn’t show up to a PD inn NYC and she will go to one in a foreign country. Come on people!!!

      I only found your blog last night, as my husband who is a English teacher at August Martin H.S. in Jamaica got his end of year review yesterday. He has been rated as between developing and ineffective, but the principal said she will rate him as ineffective, and won’t give him tenure. Earlier this year he got visits from an AP who is someone outside of his school, and they had a few pre-observation conferences prior to him being actually observe. During each of these meetings, my husband always had a handful of differentiation worksheets and a detailed lesson plan, and submitted to the AP for review before the actual observation. Yet, this AP ( someone from the Facing History School who is currently in training) never told him where she see problems on the lesson plan or his worksheets prior to the date of observation. Instead, she revealed only after the formal observation that his lesson plans were not modeled enough with specific details on the evaluation form. I am wondering why this AP would not tell him during the pre-observation conference in which they discussed the lesson plans and the worksheets prior to observation? Is that legal?

      Now because this is my husband’s 3rd year in this school, the principal said she is not going to recommend tenure, and told my husband to go to UFT to find out if he should resign or if she should terminate him. This principal also said there will be less paperwork for her if my husband just resign, instead of her terminating him.

      I have been searching a lot on google to find out what happen to teacher who don’t get tenure. Are they able to use the Open Transfer system to find a new job? The principal at my husband school said that most principals under Boomberg were recommend not to hire any ineffective teacher, is that right? Of course, my husband teaches in an economic disadvantaged h.s where 99% of students come from single moms, and 50% of them are on welfare. My husband really put a lot of work on his students, and he even manged to help some of their families get into public housing (some of his students lived in shelters).
      Would you also mind telling us if your earlier post on the DO NOT APPLY school list has been updated? My husband is likely going to have to apply to another school again, and i just want to know all the information about what school not to apply.

      It is August Martin H.S., and the principal, Gillian Smith, often threatens the teachers by saying that she knows teachers got a new contract, but so did the principals. She said that she can revoke their teaching license because she has a lot of political connections with the chancellor office, and she “has influences”. The union chapter at his school knows about all this, but this chapter teacher person said there is nothing he can do because the principal is doing things that are all in the gray areas of the contract, and probably won’t face any consequences.
      If you have any advise, please help! And please tell us which schools have been updated for the DO NOT APPLY LIST! Thanks so much!

        Nothing happens to a teacher that does not get tenure. Tenure is not part of a teachers rating. Its the rating that determines what kind of teacher one is. In fact I think we can all expect tenure to be a thing of the past. The last contract gave lump sum distributions to teachers who will retire at the end of this June 2014. Those teachers (10,000 – 15,000 I hear are retiring) will be replaced with low salary non tenure teachers. Those new teachers will probably never receive tenure. Unlike California, NY is removing tenure by attrition rather than by court order. I believe that was part of the DOE incentive for the lump sum distributions. As more teachers retire, the percent of tenured teachers declines. Eventually tenured teachers becomes an insignificant number relative to the total number of teachers in the system. For those of us who remain and are tenured, we are marked as expendable and the sooner the better.

          Dear Tenured Teacher: Thanks for your reply. My husband’s principal said my husband will not get tenured, so she will terminate him. My question is: do you know if a teacher who don’t have tenure can be terminated?

          My husband also went to the UFT and the union district rep just told him to look for another job on the open market. But then the local chapter leader at his school said that no teacher can be terminated based on ratings, and he is 95% sure about this.

          We are so confused, and the principal just ignored the complaint that my husband filed with the UFT. We got the district rep involved now, but the principal has not responded to any of the complaint form.

          One more question: When do schools get the budget for next year 2014-15? Do schools get their budget in August 2014 for the next 2014-15 academic year?

          If anyone has any suggestion, please let me know. Thanks so much!

      Apparently 30 students was the total graduating class of GILPP, June 2014. I thought last year was horrible with a 43% graduation rate but compared to this year I guess last year we didn’t realize how good we had it. Who will ever send their child to a school like this and what teacher will ever work in a place like this.

        Poor children who attend that poor excuse for a school. Last year all my good freshmen wanted out and when I submitted their applications and many got one of their chosen schools, I received and email from the principal reprimanding me for having done my job: advise those poor kids to go on and apply elsewhere. They didn’t belong there. I got tired of scripted conversations that I was required to have with students and parents alike, I got tired of not being able to do my job to the best of my abilities, so I took a hike and couldn’t be happier. This year my school graduated 603 students, more than GILPP will see graduate in its miserable existence.
        Oh, and by-the -way, while Laboy threatened me with a U and on the only observation she made of my work she labeled me “marginally satisfactory,” my current supervisor rated me “HIGHLY EFFECTIVE” all the way through and that was also my final rating. I got to take off any days that I wished, as long as I applied with 24 hour notice, except when taking sick time. She had the nerve to tell me she did me a favor by rating my observation marginally satisfactory, that’s not even an acceptable rating as per UFT. So this year, I get to retire with my full pension and continue to work doing what I do best…elsewhere. I am so glad I worked there, because that made me run for the hills and see that the grass is GREENER. Unless the staff there organizes and does something, she will continue her reign of terror.

      Three English teachers, one science teacher are already posted on the open market as requested by Laboy for next year staffing. That doesn’t include several history teachers and math teachers that have yet to be posted. This school only had 331 students least year so even a few teacher is a lot of teachers to request for staffing next year. Looks like Laboy could go for the dozen or more again this year if everyone looking to leave can be placed. Once again Laboy’s staff walks out on her as quickly as they can and once again it has been ignored by the DOE. One of the best ways to determine if a manager is a failure is to look at the turnover rate on a managers (principal’s) staff. Laboy has a 35% or higher turnover rate year after year. What a disaster this school is and this principal is. Graduation rate is in the 30 percent range without cooking the books. Probably in the 40 something percent again with all the tricks Laboy and Salcedo can get away with. Laboy was appointed principal when she was 24 years old. She was one of the youngest principals ever appointed in NYC. She was appointed too young. She has never figured out how to do her job. DO YOURSELVES A FAVOR AND DON’T APPLY TO THIS SCHOOL. PLENTY OF POSITIONS HERE BUT THAT’S THE PROBLEM. WHEN WILL THIS PRINCIPAL BE FIRED?

      The final numbers are in and its not pretty. Laboy has lost:

      100% of her English department- all teachers have found new and of course better positions

      100% of her history department – all teachers have found new and of course better positions

      100% of her foreign language department. – Muy malo for Laboy

      67% of her science department – all teachers have found new and of course better positions

      33% of her math department – yup there are a lot of happy teachers at the DOE today not that they don’t teacher at this place.

      Of the four core subjects, Math, Science, English and Social Studies there are no teachers remaining on the staff with five or more years of experience. Only one teacher has more than three years of experience and that person may have resigned from the school but we haven’t heard about it yet.

      Actually there may be as many as two math, one Law teacher and one science teacher that remain on the staff today who were on her staff at the beginning of the year in core subjects, this is presuming there are no more resignations from the school between the time this was written and now.

      If Laboy isn’t the worst Principal in the NYC, could someone please mention a Principal who is worse and/or has a worse record?

      This has got to be the worst hell hole ever. If proper preparation prevents poor performance than obviously the leadership of the school does little to properly prepare. The exodus of virtually the entire staff speaks volumes. Perhaps the marketplace is working if shrinking enrollment is any reflection of the freedom of parents of students and students to make choices about where they want to go to school. The “open market” has spoken if the entire staff has decided to move on. When “consumers” vote for their dollars and their feet, in a true “open market,” it can only lead to one result, the closing of the,”business”, excuse me, I mean school, itself. If you want to work in a dictatorial, Stalinist environment, than this is the place for you. Fear of not only arbitrary and capricious treatment, but outright lies, dominates the culture at this place. Want to endure the endless transparent manipulation of a megalomaniac? Then this is the place for you. Want to have your intelligence insulted several times a day? Then this is the place for you. Want to be coerced into doing the wrong things for the sake of looking good? Then this is the place for you. Want to have to grapple with your values and ethics on a daily basis? Then this is the school for you. Want to be micromanaged and treated like a cog in a dysfunctional educational machine, instead of a professional? That this is the school for you. Want to see truly good people regularly suffer injustices while incompetence flourishes? Than this is the school for you. No good deed goes unpunished here, and no “mistake” is overlooked, no matter how minor. On the contrary, it is magnified beyond all reasonable proportion and used against you. In short, this place is a joke, except it is not funny when people’s careers are put at risk. Many teachers who are a disaster at one school can flourish and do quite well in a different setting. But according to this principal, if you do not do well in her hell hole, you’re exempt from doing well anywhere. Do not apply to this dump. For the nickels and dimes they throw at you to work like a slave, it is not worth it. If this place was a farm, you will be working for the Chiquita Corporation that reaps all the profits and leaves you with just enough to come back barely alive the next day, minus a Cesar Chavez to even point out the fact that you’re being exploited to the point of something just short of slavery. What a mind numbing, demoralizing, non-motivating, depressing, joyless, soul killing, Orwellian place to work. As someone who worked there for three longest years of my life, I should know. I truly feel sorry for any teacher who has the misfortune of not knowing what they’re getting into should they be hired there. Please, for the sake of your sanity, your family, your career, the well-being of the students at that school, and your colleagues, DO NOT APPLY TO THIS SCHOOL, even if you cannot find another job. It is simply not worth it.

        Thank you for bringing attention to a very dysfunctional administration that is found at GILPP. I was there for 7 1/2 years and each year I wondered why the DoE has not replaced the present administration with caring, competent, experienced administrators. It does not shock me anymore when I hear that the principal, Grismaldy Laboy-Wilson, is trying to desperately recall all those teachers who applied and were hired for teaching positions during the open market period.

        I’ve informed them to go to the Bronx UFT office and to email Amy Arundell, UFT special rep. in charge of the open market, ASAP to report this travesty especially if the teachers followed the open market procedures to the letter and were hired by August 7th.

        It is time for the DoE to do the right thing and replaced the present administration with a true school leader who wants to respect teachers and their rights. I truly hope that all the teachers from GILPP go to the Bronx UFT office together and demand that the UFT step in.

      Apparently Laboy is still there. Surprising, since everyone else has left why is she still there?

      Seems the DOE is focused on pointing fingers at teachers but if you’re a principal, well, a principal can do no wrong. Even when they are clueless about their job and how much and how deeply they hurt students and their community.

      Enough small talk. The link above shows the number of staffed positions the DOE has funded at GILPP. Laboy has somehow convinced two math teachers two english teachers and two science teachers to work (torture) at that school. That’s down to about half staff in those subjects. I pity the poor unfortunate ATR’s that get stuck with that mental Principal.

      Laboy is such low quality it’s actually laughable for the DOE to keep her there. Oh well, here’s to another banner year at GILPP. Let’s see, last year approximately 70% of her staff walked out on her – found jobs at other schools in the DOE or just left the DOE for greener pastures.

      I wonder if a higher percentage will walk out on her this year? Anything is possible.

        If we, the former teachers of that poor excuse for a school don’t unite and collectively demand her removal, the poor sacrificial lambs that are still there will continue to be oppressed. I tried, but on my own, I achieved nothing. I filed a complaint with the state ed dept., but the cowards who provided me with substantial evidence, backed down onme, got angry and denied the evidence they had shated with me, so I looked like a fool. I don’t really care because I’m out of there and out of state working at a place where I am respected amd appreciated and retired affective this November, so double salary for me. However, I’d unite and join any effort to have that piece of trash removed and dumped where she belongs: in a factory.

      Did anyone see the latest progress report(s), which are no called snapshots, from GILPP?

      What a disaster!!! Nobody is applying to this school.

      The graduation rate was worse than last years 43% graduation rate. This year the graduation rate is at 41.8%.

      In almost all categories the results were a disappointing developing or “D”.

      There were no “Highly Effective” grades for this school.

      BUT the really big question is: After two 30% turnover in teachers in the prior three years and a 70% turnover last year, the really big question is: WHO IS GRISMALDY GOING TO BLAME NOW FOR THE SCHOOLS FAILURE?

      For those researching this school grismaldy laboy-wilson is the principal of the school.

      And you seem surprised? I’d be surprised if that dump, poor excuse for a school got a B or a C. I’d drop dead if it gets an A, but given Laboy’s connections, that’s not an impossibility. I think one of her dropouts can easily lead the school better than her. I wish I could have stayed there just as her consultant, but she is impossible,to work with. When she let go the only assistant principal who had the school’s and the children’s best interest at heart, I knew what a failure she was. The woman is dysfunctional. I hereby volunteer to be her consultant, for freee, but she is afraid of me.

      How is this school doing? Years ago this school had 440 students on the roster. Today the number of students attending this school is 306. (I GUESS THE WORD IS OUT). Last two years the graduation rates were 43% and 41% respectively. More that half the students that should have graduated did not. Teacher turnover rate is approximately 65% for last year and usually 40% each year. The principal thinks if she can work teachers to the point of exhaustion they will be better teachers. WRONG. The principal also thinks the school is not responsible for proving teachers with the necessary supplies (such as paper for copying worksheets for students), it’s really the teachers responsibility (WRONG). The principal thinks when a school fails and students don’t want to come to the school or the students who are in the school don’t want to be there, she has nothing to do with that (WRONG). The principal thinks she knows how to run a school (WRONG). One thing the principal is really good at is pointing the blame at other people for the disaster she has created. There are very very few experienced teachers at this school. Teachers don’t want to work for an incompetent principal.

WHY does this continue???? The DOE is surely not waiting for something really bad to happen are they? This insanity must end and someone needs to do SOMETHING

      Back in June
      “School roster down to 302 students from a top of 440 students.
      Nobody banging down doors to get into this school.”

      Now
      School roster down to 287 students from a top of 440 students.
      A student believing in education will not go to this school.

      Attendance is below 80%

      AP who was with the school since it opened has left and now has a position at the DOE office.

      One teacher has already resigned and four more have one foot out the door and are looking to find a position “anywhere”.

      Laboy the school girl principal still earns a salary of 140,000+ per year.

      Oops sorry, latest DOE roster has this school reduced another 6 students.
      New roster has 381 students. Remember 440 students is the capacity of this school.
      It’s probably because of all the fighting the students are doing in the hallways.
      The school is not safe and students aren’t getting an education because of all the violence.

      I’m not sure who wrote the last comment but the school’s roster is 280 students according to the Department of Education website. That’s as of11/10/15.

      School capacity is 440 students.

      Population deficiency is 160 students.

      Either this school is closing or the DOE is going to reorganize administration.

        IRis Blige does not like her school counselor either so what did she do?? SHe put this great guidance counselor in the main office in the corner of the room and when the counselor tries to counsel students she gets a keep quiet statement from the secretary across the desk….YOu cannot make t his up people

      Laboy has been removed as Principal of GILPP.
      There is an acting principal.
      This is because Laboy was slapped and punched by a student.
      Rumor has it she was hurt and received 15 stitches.
      No one knows if Laboy will be back.
      N one knows if the school will remain opened.

      Full enrollment for a small school is usually around 440 students.

      The crazy one is back!!!! Yes Laboy has returned to Felisa Rincon this past March 2017, a year to the date, reportedly when her butt was kicked by that student. Unfortunately, she has returned and the school is still open. Everyone is back being stressed, anxiety laden, saddened and depressed, that this abusive, crazy principal has been returned to the high school.
